1. Open RegEdit by typing in the windows search field (by pressing the Windows key + R) and typing regedit then Ok

    

2. Look for the following line
   HKEY_CURRENT_USER\SOFTWARE\ Microsoft\Windows\ CurrentVersion\Policies\Explorer
3. See, it says DisallowRun, if there is, just delete it
4. finished
